Future New Industries in Binhaiwan New District

Development trends are based on direction. As the pivot point for Dongguan to compete and communicate with other countries and regions, what new industries will emerge in Binhaiwan New District? It is known that the new district calls for modern marine industry, intelligent equipment manufacturing and high-end modern service industry, with marine industry as the core. Whatre the detailed actions for all these? Whats the influence brought to Dongguan and Pearl River Delta? The journalist conducted an in-depth interview recently and tries to present the plan to the public.

 

Marine Industries Start from the Port Economy

Among the intensive port clusters of the Pearl River Delta, restricted by Humen Bridge and the water depth of the docks, ships with a tonnage of over 70,000 tons cannot berth in Dongguan Port, making it difficult to meet the demand of large ships. With the construction of the Binhaiwan New District, the Shajiao Zone in the New District has the coastal line and water depth conditions with the most economic potential in Dongguan. Container berths with a maximum capacity of 200,000 tons and a depth up to 18 meters can be constructed in the New District. It is endowed with the conditions for the construction of large deep-water ports and the opening of ocean liner routes.

 “The port link between Guangzhou and Dongguan is very imaginative, and on the basis of the current cooperation with the Xinsha Zone, the two sides can extend cooperation to the entire port resources under their jurisdictions.”said Professor Zheng Tianxiang from the Hong Kong-Macau-Pearl River Delta Research Center of Sun Yat-Sen University. Dongguan Port may focus on the development of offshore business, while ports in Guangzhou may focus on the development of ocean-going sea business, complementing each other.

If the port economy is only the first step in building the marine industry in Dongguan, the Binhaiwan New District puts forward the idea of focusing on the development of marine precision manufacturing and marine bio-medicine. The marine precision manufacturing is at the "high ground" in the marine equipment manufacturing and is of great strategic importance to the exploitation and development of marine resources and the construction of a maritime power. With regard to the biopharmaceutical industry, in the initial planning of the new district, it is proposed that marine biopharmaceutical industry be developed as a key industry in Weiyuan Island. To this end, the new district will introduce relevant preferential policies and measures to attract a number of downstream enterprises, research and development institutions from the pharmaceutical supply chain. To do a good job, we have already planned to move Dongguan's Fifth People's Hospital, a first-class comprehensive hospital at Grade 3, as a whole to the new district, making it one of the frontier laboratories in biopharmaceuticals.

 

Intelligent Equipments

Introduction of A Large Group of High-tech Enterprises

Intelligent equipment manufacturing is the deep integration of advanced manufacturing technology, information technology and intelligent technology. It is also the key development direction of Dongguan in the future. As an innovation platform and carrier of Guangzhou-Shenzhen Science Innovation Corridor, Binhaiwan New District will not only introduce R&D institutions and incubators, but also focus on practicing manufacturing enterprises and serve as a transformation base for scientific research.

 “We are confident that a large number of advanced manufacturing and high-tech enterprises will be introduced to develop into the core of industries. said one of the responsible persons of the new district. Chang’an, Humen and Houjie in the southern part of the new district are all significant economic towns with high economic level and high industrial base, giving strong economic support to Binhaiwan New District. GDPs of Humen and Changan are reaching 40 billion yuan and that of Houjie is exceeding 30 billion yuan, making them rank No. 7, No. 9 and No. 18 of top 1,000 economic towns of the whole country. Take Changan as an example, it is home to nearly 3,000 enterprises with an annual output of over 200 million yuan. Changan has won the title of Chinese Important Town of Electronic Information and Chinese Famous Town of Machinery and Hardware Molds. Total GDP in 2016 of Changan was 46.13 billion yuan, ranking No. 2 in the city. More than 40 world famous branded enterprises have set up factories in Changan. A large number of well-known enterprises, namely, BBK, Kinpo, Liteon, JDB, HEC, lead the innovation and development of Chang’an.

BBK has raised a demand for a land of 2,030 mu (or 135 hectare) in the new district. OPPO and VIVO of BBK has become one of the world’s top ten smart phone brands and one of Chinas top three smart phone brands. It is known that the initiating zone of BBK covers an area of 1810 mu (or 108 hectare), of which 1500 mu (or 90 hectare) for OPPO, 310 mu (or 18 hectare) of OKII and 220 mu (or 13 hectare) for VIVO. The VIVO headquarter building is under construction.

 

 

Modern Service Industry

Guangdong-Hong Kong-Macau Integrated Development Pilot Zone

Modern service industry is emerging based on the traditional service sectors, such as tourism, information, accounting, consultation, legal services, etc. Known as the World’s Famous Manufacturing City, Dongguan boasts the best conditions and advantages for the development of modern productive service industry. According to statistics, the total value of Dongguan’s modern service sector reached an increase of 363.025 billion yuan in 2016. It was 105.44 billion yuan more than that in 2012, ranking No.1 in municipal-level cities all over the country. In 2016, 53.2% of Dongguans total GDP was contributed by the modern service sector accounts, which is increasing year by year.

To this end, Binhaiwan New District will focus on the development of modern service industries such as commercial services, financial insurance, tourism and exhibition and cultural industries. It will become the integrated development zone of the modern service sector in the Guangdong-Hong Kong-Macao Greater Bay Area. At present, in order to form an industrial cluster and attract business, the new district has begun an early infrastructure construction, including the planning exhibition center, the comprehensive office service center, the innovation incubation base of the enterprise headquarters, the commercial service center, the trade and commerce center, the material distribution base, etc. These projects will cover an area of 915 mu (or 55 hectare).
